Professor Graeme Roy
Professor Graeme Roy has over 20 years of experience as a senior leader in academia and public policy.
He is Assistant Vice Principal at the University of Glasgow and a Fellow of the Royal Society of Edinburgh (RSE). He has published widely on economic policy, securing research funding from organisations such as the ESRC, NERC, the Templeton Foundation, and the Nuffield Foundation.
Professor Roy is Chair of the Scottish Fiscal Commission, Scotland’s official economic and fiscal forecaster, where he has a crucial independent role overseeing the Scottish Government’s annual Budget of over £60bn.
He is a Lead Editor of the ESRC Economic Observatory.
Previously, he was a Senior Economist and Senior Civil Servant, serving as Head of the First Minister’s Policy Unit. He also led the Fraser of Allander Institute and is a former Head of the School of Economics at the University of Strathclyde.
Professor Roy is a former special adviser to the cross-party Scottish Parliament’s Economy Committee and between 2019-2023 chaired an independent evaluation committee on the Economic Impact of Minimum Unit Pricing.
A regular economic commentator, he writes a monthly column for The Herald and sits on the board of Stirling Community Enterprise a social enterprise that supports community-based training and employment.
In 2024, he received the Adam Smith Prize from the RSE for his “substantial contribution to public policy and public life in Scotland.
